Judge Spencer grew up in Tupelo, Mississippi and graduated from Tupelo High School in 1999.

He earned a Bachelors of Business Administration from the University of Mississippi in 2003 and a Juris Doctorate from Mississippi College School of Law in 2006. In law school, he was a member of the Moot Court Board, received the American Jurisprudence Award for Constitutional law, and was appointed to Honor Court. Judge Spencer also clerked for Judge Donna Barnes at the Mississippi Court of Appeals in 2006.He has practiced law in Tupelo for over 16 years before taking the bench in January of 2023.

Judge Spencer is married with three beautiful children. He was a Certified Guardian Ad Litem prior to taking the bench. Prior to becoming a Judge, Judge Spencer was a proud member of the Board of Directors for the Mississippi Volunteer Lawyer Program (“MVLP”). During his tenure as the President of the Lee County Bar Association, in conjunction with Chancellor Jaqueline Mask, Lee County started the first Free Legal Clinic in the state of Mississippi. Judge Spencer is also a 2012 graduate of the Jim Ingram Leadership Institute sponsored by CDF, in which he gave of his time and talents to learn about Lee County, Mississippi and to help identify and assess the long term goals of the county.
